When I first started using PayPal, it was how I was able to pay for things I bought on eBay with a credit card. Their services around sending payments have grown since then and now also include the PayPal Extras Mastercard.
With the PayPal Extras Mastercard, you earn 3 PPD on gas and restaurant, 2 PPD on PayPal and eBay purchases, and 1 PPD on everything else. Pretty straight forward here.
There does not appear to be an annual fee, so you are earning straight rewards. The site is a little vague on point redemption value.

Now why the asterisk?

Accrued Reward Points that are not redeemed will be forfeited 24 months (2 years) after they were first accrued or if there are no purchases for 24 consecutive months. Note: Without an active PayPal account to which your Card is linked, you will not be able to (1) use the Card to make purchases through PayPal; (2) earn rewards on PayPal purchases; (3) redeem rewards online or in a form other than statement credit; and (4) take advantage of online account management, make payments online or receive online statements. You will only be able to redeem rewards in the form of a statement credit by calling the number on the back of your card.”
For my personal use, it does not seem a good fit. I’m already getting restaurant and gas rewards with my Hilton Aspire Amex. But if you are a regular PayPal and/or eBay consumer, then here is a great free way to maximize the rewards on those spending dollars.
